This building was originally constructed as the first parish house in Dundaga. In 1884, a second floor with a spacious assembly hall was added to this Dundaga parish house, as there were no suitable premises available for larger public gatherings at the time. In that year, the Dundaga parish municipality (est. 1866), a singing society (est. 1872), a savings and loan association (est. 1874), a scholarship fund (est. 1877), and a shipping society (est. 1881) were all active in Dundaga.
The building was the property of the Ostenzaken family, and the ruling baron at the time ordered a clause to be included in the contract stating that the second-floor hall would only be used for the needs of the parish municipality and the savings and loan association. This meant that other societies and organizations were not allowed to hold events there, and choirs and orchestras were forbidden from rehearsing and performing in this building, simply because the baron disliked peasants gathering so close to the castle. The singing society later circumvented this rule by renting the hall.
The renovation expenses were financed by the savings and loan association. According to Jānis Sauleskalns (1868–1945), the parish clerk and chronicler, this hall was considered one of the largest in Latvia at that time.
Around 1903, a new parish board building was constructed in Jaundundaga (the building at 1905.gada iela 4), which externally was identical to the old parish house in Dundaga. Various meetings, choir singing, and theatrical performances then took place in the hall of the Jaundundaga building.
The second floor of the old parish house (it is not known when) was converted into apartments. Traces of the hall can now be found in the attic of the building, where the former hall had raised ceilings. However, the first floor of the building has been used by the post office and telegraph for decades.
There is no separate room rental fee for banquets or funeral receptions.
